Traffic Calming on 4300 N Lowell Ave.
There are three problems to solve: 1. Vehicles use this block to drive unabated to eastbound Montrose Ave from Kostner Ave, avoiding the speed pumps and traffic signal at Montrose/Kostner. They often speed on the block during commuting hours which is especially dangerous for the many children walking to Belding and St Edward Schools. 2. On off-peak times, too many vehicles traveling the wrong way southbound on the block. 3. The left turn from 4300 N Lowell to westbound Montrose is dangerous when there are obstructed views from vehicles parked legally on Montrose facing eastbound.
To remedy, I propose chokers, i.e. extending the curbs, to create narrower entry and exit points at both ends of the street with a standard "Do not enter" sign placed on one of the chokers on the Montrose intersection. For problem 3, I recommend no parking signs areas of at least two more car lengths on the southwest corner of the Montrose/Lowell intersection. This will increase line of sight.

This proposal has been amended to include additional language from a Cycle 4 proposal:
From the constituent:
"I have suggestions for increasing safety and managing traffic and around my block of 4300 N. Lowell Ave. that adjoins Montrose Ave. This is a particularly dangerous stretch of roads for Montrose Ave and even Cullom Ave because there is aggressive driving in the form of speeding. Cullom is susceptible to dangerous driving where students are commuting to and from Belding Elementary School – habits of rolling through stop signs should be prevented."
This proposal had been previously rejected but is under reconsideration for Cycle 4.
