Stop Light At LaBaugh Woods Enterance
Propose to install stop lights at Foster and Kilbourn Ave to make it safer for pedestrians crossing and cars turning left from Kilbourne or exiting from Labaugh Woods parking lot.

I am in favor of this for two reasons. First, people regularly risk their safety to cross Foster Ave into the park. Cars peel out and people make mad dashes across the road. Second, the stretch of Foster Ave between the new Target and Kostner Ave is essentially a drag strip.
If not a stop light then perhaps a speed camera would encourage cars to slow down enough to minimize the risk of accidents at that intersection.
