Discourage unsafe bypassing of Foster Avenue through alleys with speed bumps
Drivers regularly attempt to bypass traffic on Foster Avenue between Kedzie and Kimball by getting onto the alley just north of the road and speeding through, endangering vulnerable road users. They also regularly do not yield to crossing pedestrians at sidewalks and I've even seen them collide with traffic on the neighborhood streets. This behavior is very dangerous, especially with so many students and children crossing these alleys throughout the day. Some drivers will also just lay on their horn the whole time, creating excessive noise.
To discourage this behavior, I recommend installing speed bumps in the alley parallel to Foster Ave on the north side of the road. This would make speeding more difficult and would require motorists to yield more to sidewalks and crossing roads. I've heard this issue and recommendation brought up by neighbors before and think it would be a very effective yet inexpensive opportunity to improve safety and walkability of this neighborhood.

Speed humps are not eligible PB projects in the 39th Ward.

This kind of "find the shortest, fastest route" behavior is unacceptable, especially when it is literally inches from families. It happens in our alley as well. Clueless, hurried drivers are looking for the path of least resistance. If the authorities need proof that there is a danger all they need to do is go there with an open mind, pretend that public safety is NOT an issue and look for the shortest path between two points. I'm sure it will become very obvious to them.
As a former first responder I respect your efforts to intervene and I'm sorry the proposal was rejected. The only people that are truly aware of the dangers are the residents living along that alley. My apologies for not noticing your proposal sooner.
Thanks Neil. My neighbors and I have been requesting this for a couple years now, hoping that it can eventually be elevated and addressed here--and in other similar locations around the neighborhood!
